Dry Chemical sponges work great to remove soot from smoked walls. They must be used dry, before anything wet is applied. They will remove the soot like an eraser. Then paint can be applied.

This is only good for removing small spots. AND it works better if you wet them so waterless is kinda a now accurate. They will work with out water but not as good as wet. Save your time and energy and just paint.
